H.O.B.O.E. and Harpy agents are locked in a cloak-and-dagger war. But the war is half for show, to make the earth look dangerous to would-be intruders (not from outer space, as it turns out, but the past--through a marble time corridor). The Scarecrow-to-the-Aliens tries to maintain order, pulling puppet strings behind the scenes. The Harpies want to eliminate her and install her daughter, cameo, in her place. So Cameo is placed in the Home for H.O.B.O.E. Orphans for safe-keeping. But she is afraid only she can save her mother, with help from her new friend, Felix Cube--and the Hoboe King.
