But some supermaxes have become headquarters to America's biggest and most violent prison gangs. American RadioWorks correspondent Michael Montgomery spent six months following inmates and staff at one of the nation's biggest supermaxes, California's Pelican Bay State Prison. Experts say some gang leaders inside Pelican Bay control crime far outside prison walls.
