The new president’s first act is to appoint a Supervisor over the Federal Attorney’s office, a man loyal to him. Jake quickly discovers his new boss is one of the most notorious professional assassins in the country, an opponent worthy of extreme caution. It plunges Jake into a raging firestorm of corruption and greed among the highest levels of the fledgling democracy. Before the new constitution is really tested, a coalition of southern leaders file's a lawsuit to overturn it. Jake leads Professor Ingleman and his merry band of scholars on a legal quest to turn their suit on it's head and install a new constitution based on civil liberties, equality and justice for all. To do so, they will either bring down the president or die trying.
